Thats the "Memminger engine".
It meets the modern pollution-controll needs in germany and you can order it with up to 2Liter. The guy but a lot of money in the development, till he had all papers to get the wanted pollution classification.
I called him once to ask him for single parts of his setup (Intake etc.), but he just sells the hole engine.
If you change to much on your car in germany, you have to register it as a new car (means building date is 2011). But than you need the modern pollution classification. For these extremly modified cars it is the only chance to have still an AC-engine.
Or even for newer bugs from the 90s its often the only chance to have something like a 2L engine.
Car tax in germany depends on pollution classification plus engine size. So even when you get your carburated 140HP bug registered, you pay f...... high taxes for it. The test you have to make with a well tuned EFI engine to get a better classification is many many times the engine price.
