carb problems

i have recently bought a pair of 36 idf webers for my 1600, they have been jetted for that engine by the previous owner, when i run the engine after a minute or so the carbs literally fill up with petrol and over flow ! i have fitted a fuel pressure regulator with no luck, someone suggested i need to fit a return to the petrol tank. i tested this by running tubes from the return on the carbs into two seperate buckets, this worked for a couple of minutes but they then overflowed, one bucket was full of petrol and the other was almost empty ??? anyone got any ideas ????

Sounds like the float is sticking or you've got dirt in the needle valve that's preventing it from closing.
Take the top off the carb and see if the float will float properly on the fuel in the bowl then check that the valve closes properly it could have a worn seat and not seal properly.
If the float is free and floating and the valve is sealing properly then it's down to the setting of the float level.
