Not entirely sure what its from, maybe a 924 or 944. Its a bolt on item (i have the large early stearing wheel shaft, not the later Golf sized one)..

The above wheel is from a 911. They have the same spline as 73 and earlier VWs. The 924/944s have the same spline as 74 and later VWs.
I have a stock wheel from an 86 944 on my 75 std Bug. Want to install an airbag on your Bug? Not hard, just bolt it on.
