How to fix a Harbor Freight bench grinder

After so many years, my orange bench grinder is a hair out of spec. I'm not sure the exact amount, but it needed a recalibration. Enjoy:

Well, that's a new one on me! Why would you assume the actual grinding wheel conducts electricity?
