That's sort of the old school way to do it. Not very safe IMO.
Save your pennies and get some dropped spindles or an adjustable beam. If those parts are out of your budget get a few sacks of concrete and throw them in the spare tire well.

It works if you are on a tight budget and don't mind a car that rides like a go-cart on a supercross track.
All my friends lowered thiers that way. I was lucky, mine came lowered.

Do you mean removing the torsion leaves? I have never tried this but it would seem to me that the ride would get very sloppy if the correct amount of torsion is not maintained. Does this cause the rough ride? Not enough tension when hitting bumps causing the suspension to bottom out?

By removing the leaves, you are basically eliminating the suspension. That is why it is so rough. If you choose to go this route, you will need to cut some of the leaves and put them back in to have something for the set screws to hold on to.

I bought adjusters and welded them in mine and narrowed it too. It's a big job, but I think it was worth it. Now I have about 6" of drop and a REALLY stiff ride, I think I'll raise it back up some because it's just too bad.

It'll work, and it's free! If you don't like the ride, put'em back in. Shocks need to be the correct lentgh for a good ride and small tires will effect the ride too. Between the top and bottom leaves the hight and ride adjustment are endless.
