another starter problem

hi all. having a bit of a starter problem. first...the motor is new, the starter is a new rebuild. 1970 type 2 stock motor.
when i start the car, the starter will just spin but will not engage and start the motor. this happens more than 90% of the time. i have to try and start it over and over again. kinda embarassing at the gas station....know what i mean? anyway, what could this be? since it doesn't just click i would assume that it is not the wiring, but the starter. should i replace the starter again? thanks.

How old is the rebuilt starter? If it's still under warranty return it! Sounds like the starter drive (bendix, drive dog....whatever you want to call it...LOL) is not engaging the flywheel.

i've had the starter in the car for about 100 miles. i called the place where i bought it and they said...bring it back and we'll give you a new one. after discussing it with type5 joe, it sounds like it's the selonoid. thanks joe!! 8)
