What is the best way to remove the old glue left behind on the kick panels
when preparing to replace carpeting?

Acetone will remove the residue.
Be careful, acetone can remove paint.

Use a solvent like Prep Sol made by Dupont. It removes wax, grease, tar etc... It is safe on paint. This is what body shops use for cleaning grime off paint and also preping the surface for body filler. It makes glue really soft then you can just wipe it off with a rag. Any local body shop supply store should carry this or something similar.
