Wheelhouse question

I don't remember where I ordered these from. One can see the holes that have been drilled into the large piece. The calalog describes it as a "Bolt on" item. I don't see how to approach this. The smaller piece has nuts for the fender bolts. Do I put bolts through the nuts then lay the large piece behind it with the holes aligned with nuts, then weld it all to the back of the luggage tray?

it actaully looks as if your wheelhouses are fine.

the welting clip is butt welded to the intact steel. I've never done it in one piece... too chicken to cut out all the steel at once.
