Snap On calls that tool a PH158A Panel crimper
quote out of the Book
Forms a step in sheet metal so a patch may be set flush for spot welding.
Can accommodate.024" through .060" sheet metal

With some practice you can steer the panel crimper in a circle to fit a patch
perfectly
I find it plenty handy
