I had to do some wiring ground cleanup and replace my old generic turn signal flasher with a new generic one. It flashes OK but I don't get an audible click. Is this a bulb wattage problem? This is on a '57 bus.

It's probably a solid state unit.
The click from the old style flashers was caused by the mechanism. They had a bi-metal contact inside of them. The current would cause them to heat up. The difference in expansion of the metals would cause the contact to move away from it's contact point (click). There would then be no current flow, the metal would cool and te contact would move back to it's contact point (click).
The sold state units use a circuit to time the flash, hence no click.
