ok i keep getting all sorts of info on this one. what is the best way to lower a 71 super, and yet keep it to a budget. any links or info would be great. please help me out here please

lowered springs is easiest up front.
in the rear, turn the torsion bars down a spline or two.
the "idiot book" or any shop manual will show you how to do this.

The best way and the cheap way are not the same.
The cheap way is to load a couple hundred pounds of junk up front. Pieces of concrete can be had for free.
The best way is to install lowering struts.
