Another rear valance

I found some old pictures of projects that were not known to exist anymore. Here are two of a rear valance on a customers full bodied prerunner auto stick Beetle being modified for a different exhaust.

Any clues of how the openings were done?

It is not removeable. I believe I started with the stock curves and used the sections of sheetmetal curved it a little and rolled a small radius in over a piece of pipe. This is circa 1993-94.
