I have one of these paper element air cleaners sitting on the shelf.

The thermostatically controlled warm up flap does not work.

Can it be repaired?

Is there a place where I can ship it to have it repaired?

Which type of air cleaner works better, the oil bath air cleaner or the paper element air cleaner?

The oil bath air cleaner is very effective. Paper filters are just easier to use.

A shop that has old paper element air cleaners might be able to fix yours. It might be simple. Have you looked at it yourself?

I have looked at the inside of it and I haven't a clue on how to fix it.

The flap will work if I connect the hose from the flap on the snout directly to the carb but, it stays closed all the tie except when at a stop.

That says that the vacuum servo which operates the flap is fine. Check the thermostatically-controlled vacuum valve in the aircleaner housing; it basically works as a controlled vacuum leak which keeps ambient air flowing past the thermostat element which admits vacuum to the servo. It has a jet similar to a carb air correction jet which controls the flowrate - if that's come loose and fallen out somewhere the system can't work. If the jet's still in place, and the hoses don't leak, the only thing that could be keeping it from working would be a bad t'stat element, find one and replace it. It'll have to be a scrounged used part so far as I know, there's probably zero possibility of finding a new one on the shelf.

They are still available new, someone put a link up recently on the samba to new ones, some watercooled VWs used the same part as well, you just need to use the watercooled VW part number

I found these on the Samba, but they do not look new or even N.O.S..
He says they have not been tested.

Hard to say as it's a bit of a gamble, they both could be duds or work perfectly.

I think its a bit slack that the seller hasnt tested them though its not hard 5 mins in the fridge to see if it opens then 30 secs with the hair drier to see if it closes.

New ones from the stealership seem to be about $80 so those two for $27 might be worth the chance??

I've never bothered with them, doenst get cold enough here and out of all my air cleaners I've never had one with a good working diaphragm still.

If I do decide to use the paper element air cleaner, I will just hook the hose directly from the flap servo to a vacuum source on the carb in cold weather.

I decided to switch over to the modern OEM paper element air cleaner because, it is safer without potential for oil leaks onto a hot engine and I am tired of cleaning the messy oil bath air cleaner.
It needed an new thermo-switch valve 035-129-630/B to get the warm air dampner flap in the air inlet of the plastic air cleaner working to help the engine run smoothly in cold weather.

Used OEM plastic paper element air cleaners might be available at airheadsparts.com .

The part number is 035-129-630/B.

There is a more economical alternative that might work. It is this part:
Air Charge Temperature Sensor-Intake Air Temperature Sensor fits 01-07 V70 2.4L or
BWD Intake Air Temperature Sensor WT5610 for about $20.00 US Dollars available on eBay.
I ordered one of those to use as a spare.
It has the same dimensions between the tubes as the 035-129-630/B except the metal brass looking tube on the cheapie has a smaller inside diameter than the same tube on the 035-129-630/B and I have not tested it yet.
Also the two tubes on the less expensive option are a little shorter.
According to eBay that part will not work on my 1973 VW Beetle's air cleaner but, I think it will.

There was one more part I ordered for the OEM paper element plastic air cleaner. It is this:
OIL FILLER WITH CAP WITHOUT TUBE FITS VOLKSWAGEN BEETLE TYPE1 BUG 1973-1974
I bought it on eBay.
It is necessary so the special emissions hose from the plastic air cleaner will fit.

Without that new oil filler breather part I had to plumb in the breather hose and it just did not look right.

I drove it around yesterday November 3,2016. When I got it home I felt the top of the pre-heat hose and the top of the air cleaner. They both were warm. I guess that means the new thermo-switch is working.

I am just trying to help.
There may be a better way of doing this.
