1980 Cali. 2.0L ECM part number confusion (071-906-021BX )

Fellas,
A few months back I purchased an engine/trans combo out of a 1980 Cali Vanagon (T25?). It did not come with an ECU and though I'm months away from needing one I have found a 1981 Cali ECU for sale. My problem is that the current owner sent me a photo of the label on said ecu and it is P/N 0280000108. The only reference I can find for the correct P/N is the Bus Boys website. It shows a P/N of 071-906-021BX for the ECU. Elsewhere on that same page they have 071- P/Ns with 0280xx P/Ns next to them. I have read somewhere that there is microfiche style listing for VW machines (something like ETKA) but a cursory attempt at that hasn't worked out yet.
What should the part number be for this ECU? The current owner believes (and I agreee) that his part is most likely the right one but...

0280000108 crosses to a 75-77 MT/Cali Bus ECU as far as Google can see

Thanks for the reply. The owner says it was in an 81. Any idea if this is a suitable sub for an 80-81?
Also I just learned the the 0280000108 number is the Bosch P/N, the other P/N on the unit is 022906021L which I am to understand is the VW P/N. Sound right?

I suppose it's possible vw used the same ecu in cali from 75-82, it was the same engine for all purposes, so perhaps it was a case of just certify it once.
(82 would have been the last t4, 83 went with the 1.9 wasser IIRC, in the US at least)
I'd Google the california part#s for the ecu for each year.
