I read in a Bob Hoover sermon called Dead Whales On the Moon, I think , that the upper part is filled with coir.

I was thinking of putting the top part in a metal bucket filled with gasoline to let it soak.
Then empty out the upper part and refill and repeat the process until the gas comes out clear.
Then empty it and let it dry in the hot Summer sun.
Then, rinse it again with mineral spirits to remove any left over gasoline.
Then fill it partially with kerosene and slosh it around and then pour it out a couple of times.
The kerosene will help catch dust particles on the coir.

Then fill the bottom part with motor oil up to the ledge and re-assemble.

I finally got started on it.
Then I decided to paint it, put it on the shelf like a trophy, and put the OEM paper element air cleaner back on.
