003 auto trans.--- no reverse

Reverse works while up on jacks but not with the wheels on the ground. I've rebuilt both clutches, replaced all seals w/master kit, bands ok, annulus ok, valve body cleaned and checked good, main valve pressures checked at side port are all spot on with manual. Still no reverse. Any thoughts would be greatly appreciated.

This may be of some help. from an 010 TS guide but the 003 works essentially the same way.
It is basically a logic diagram for gear selection.
Simply by looking at it you can see the unique combination that is reverse, and what parts are/are not likely to be the issue.
I suspect third row L column should say "first/reverse brake band" not "brake plates" as that's not a thing.
DO check the shifter adjustment, it can be very finicky.
The band adjustments can also be done/redone with trans installed.
