Would anyone like to recommend an on board diagnostic
Tool for setting for up the computer?

What computer ? You've given us no info here as to what you're needing/wanting.

I put an eg 25 in my karmann ghia. I’m getting ready to install the trimmed down wiring harness and understand it has an OBS ( did I say that correctly?) port I can use as a diagnostic and monitoring tool. I’ve seen one by Scanguide
And wondered if I’m headed in the right direction.

Maybe it's an EJ ? If it's an OBD2 you can buy an ELM 327 Bluetooth device and download the free Torque App.

If all you want to do is clear / read codes and read sensor data then an ELM327 device will work fine. If you want to make changes (tune) the computer you are going need different hardware / software to make that happen. Your best bet is to figure out what year / make / model the engine and computer come from and find tuning software for that. A second option is to convert to stand alone engine management. Megasquirt is a popular option (this is the system I use on my EFI/Turbo 1600cc).
