weird solex part? & how a compleat idiot screwed up his book

There is this weird contraption on my solex 34 pdsit 3. I have a 73 bus with dual carbs. on the left side ther is a thing called a idle mixture enrichment (so called by the bently manual. the re build kit instructions call it a valve-thermo cut-off) It looks like a little rectangle about a quarter inch thick and it attatches to the upper body of the carb. Inside it has somthing that looks like a aaa battery and some little screws. any clue?
Next I'd like to say that I bought the compleat idiot guide to keeping your volks. alive and followed the tip to put it in a 3 ring binder by drilling the holes and removing the binding. WATCH OUT! It's pretty tricky. I really screwed up my book. I drilled the holes too close to the binding and now every page wants to fall out. Just take it to kinko's or somthing
