spray foam?

spray foam?

I'm doing a body job on my 72 beetle and there were some bad spots behind the rear windows. when we cut the rust out we found what looks to be spray foam inside the panel. Is this ment to be there as a sound dampener or should it not be there at all?

Thats from the factory to deaden the sound, which is most likely the source of the rust as well
