Fuel Line Issues

Greetings -
It runs but seems to only start when i pour some gas in the carb straight to engine....then once started runs and sounds strong. There seems to be fuel in the filter most of the time, not full but a bit. Sometimes it looks like just barely starting to fill. Inconsistently it will start with out having to do the above. The gentlemen i purchased from has the fuel filter after the pump, the other question is where can i find a diagram of which is the fuel line to the engine and then the return. I believe it is the way he has it set up. If you are looking in the wheel well of the passenger side you can see a hose leading off take to a T valve one line leads to the driver side the other leads downward to what appears to be the fuel line from the passenger side to the engine... can someone please shed some light on this topic for me.
The other issue seems that i do not have reverse or 2nd....what are some things I should be looking at. What are my options?.....any and all thoughts are welcomed.
