That sounds pretty small... Most of them, unless severely flycut are 52-56cc

45cc would have a healthy flycut for sure....

Correct me if I am wrong, You fill chamber up till it is level with the mating surface of the cylinder? Is it ok to use water or not?

use a plastic disc with a couple of holes on it as a cover, make it seal against the cylinder mating surface with a thin coat of vaseline. Then fill the chamber with some suitable liquid: Some use ATF, I prefer water with a LITTLE bit of clothes washing detergent in it. Machine wash detergent won't foam, but it breaks the surface tension that often makes it hard to chase the bubbles out.

I use wintergreen rubbing alcohol. Low surface tension, easy to see and cheap.

Jake's right, 45cc's is small unless it's been flycut quite a bit.
